突发重大自然灾害因其破坏性极大,往往造成严重的危害。2008年初在我国南方发生的低温雨雪冰冻灾害和5月12日四川汶川的特大地震灾害,对人民群众的生命财产造成了极严重的损毁,保障灾区人民食物供给和食品安全成为抗灾救灾的头等重要大事之一。文章主要就重大自然灾害所产生的集中供餐、饮用水、食物链、短期食物结构变化等问题进行了分析,以及应对重大自然灾害还存在机制上的短板效应问题;结合这两次突发特大自然灾害的抗灾救灾实践,提出了应对重大自然灾害保障食品安全的四点想法和建议。
<<Sudden serious natural disasters often cause great damage due to their enormous destruction. The snow storm and frozen rain in low temperature occurring in the south of China in early 2008,as well as the deadly May 12th Wenchuan Earthquake in Sichuan caused great damage to the lives and properties,and it became one of the most important tasks of disaster belief to guarantee food provision and food safety of earthquake victims. This article is to mainly analyze the problems of centralized food provision,potable water,food chain,short-term food structural changes during the serious natural disasters,and also the short-board effect in respect of the response mechanism;and provide 4 suggestions in ensuring food safety response of serious natural disasters,based on the experience in these 2 disasters.
