    食品追溯制度研究

    摘要

    本文研究了欧盟、美国、日本、国际食品法典委员会和国际标准化组织有关食品溯源的法律、法规和标准及实施现况,并分析了我国食品可溯源系统存在的问题。研究表明,食品可追溯体系是一种旨在加强食品安全信息传递、控制食源性疾病危害和保障消费者利益的信息记录体系,是食品安全管理的一个有效工具;发达国家和地区已建立食品溯源体系法规体系,其政府强制性溯源与企业自主实施溯源体系相结合;食品可追溯体系已在产品生产周期长、过程复杂的食品中实施并有效加强了食品安全监管。我国目前的食品溯源法律法规制度建设还很不完善,为保证食品安全及与国际食品安全管理接轨,我国必须加快食品溯源法律制度建设,加快食品溯源相关标准的研制和相关项目的实施。

    Abstract

    The current laws,regulations and standards of food traceability and the applications in EU,US,Japan,CAC and ISO were studied in this article,and the issues existing in the food traceability system in China were also analyzed. The results show that the food traceability system,as an information record system used to enhance transmission of food safety information,control the risk of food-borne diseases and protect interests of consumers,is an effective tool for food safety control. The developed countries and regions have established the regulation system of food traceability system,including the mandatory traceability by government and independent implementation of traceability system by enterprises. Food traceability system has been applied to foods with long production cycle and complicated process,which improves the food safety supervision effectively. The complete regulation system of the food traceability has not been established in China. In order to ensure the food safety and meet international standards of food safety management,China must accelerate construction of the legal system of food traceability,as standard development of standards related to food traceability and implementation of relevant projects.
