The Chinese household-registration system which controls migration restrictively is a huge obstacle to free moving of talents. Several times of reform have increased the degree of freedom of talents’ household-registration，however，there is still a large room for continuing transformation. The article suggests that the next step of the household-registration system reform should be considered from four facets：to keep on loosening the conditions for talents to obtain household-registration cards as reforms in relevant fields to increase the flexibility of talents’ household-registration system；to try to resolve urgent problems of talents during their moving；to make the residence permit system more perfect.
