    中国人才发展的财政综合竞争力比较研究

    摘要

    人才发展的财政综合竞争力是一个国家或地区人才发展的财政投入、产出以及财政环境等各类因素的有机整合和高度凝聚。公共财政对于人才发展的重要性、中国区域经济发展的非均衡性,以及人才预算资金管理的分散化现状,使得对人才发展的财政综合竞争力加以系统性地评价成为必然。评价结果显示,当前人才发展财政综合竞争力的省际分布状况,大致上与地区经济发展水平和地区财政实力呈较强的正相关关系,且呈现较为明显的群落化分布态势,人才财政产出水平总体较低,“重投入、轻产出”的现象较为严重。

    Abstract

    The fiscal integrated competitive power for the talent development is the integration and comparative appraisal of the fiscal input,output and fiscal conditions for the talent development in a country or region. The fiscal integrated competitive power for the talent development is needed to be appraised systematically,for the public finance is very important for the talent development,the regional economy in China is quite unbalanced,and the fiscal fund for the talent development is very scattered. It is revealed by the appraisal results that the provincial situation for the fiscal integrated competitive power for the talent development is relating to the positive side with the level of the regional economic development and its fiscal situation. But on the whole,the level is still too low,with some characters of the communities,and the output level is still too little,and more attention is given to the input,while less to the output.
