本报告针对全市职业中介机构进场供需数据、600家抽样企业的用工监控情况进行研究分析,着重探究企业阶段性“招工难”问题的现象和分析成因。研究表明,“招工难”问题的出现,不仅仅是劳动力供需结构性矛盾导致的结果,也是劳动力有效供给不足和人力资源市场配置效能作用发挥不够充分的问题。归根结底,作为用工主体的企业可持续发展能力不足,是造成“招工难”的内在关键因素。本文着力从企业利润空间狭小制约企业可持续发展能力揭示其与招工难的关系,为政府部门提供决策参考。
<<The report analyses the data of supply and demand from employment agencies as well as 600 sampling enterprises’ supervision in employment,with emphasize on the difficulties of employment in phases. The research indicates that the arising of difficulties in employment is not just the result of contradiction in labor’s supply and demand,but also lack of the supply of effective labors and insufficient efficiency of human resource market allocation. After all,enterprises whose sustainable development ability are inadequate become the inherent key factor of such difficulty. Hence,this paper makes some countermeasures through revealing the relationship between enterprises sustainable development ability and difficulty in recruitment.
