传统理论与实践注重行业协会在行业自律、维权、统计、调研、献计献策等服务经济发展中的作用，忽视了行业协会在招商“选”资、设置市场准入门槛、优化产业结构方面的作用，遗漏了行业协会提高社会文明程度、增强社会信誉、扩大对外联系与宣传等服务社会发展的作用。要实现广州城市发展新定位确定的目标，需要行业协会进行市场支持性和市场补充性活动，发挥其在招商“选”资、服务社会发展的作用，为城市文明卫生、产业结构优化、遏制产能过剩、对外交流发挥积极作用，弥补政府和市场作用的不足和真空地带。
<<Traditional theory and practice pay much attention to the function of self-discipline，safeguarding，statistics，investigation and promoting suggestions given by association，however，the function of selecting funds in investment promotion，controlling of project threshold and optimizing the industrial structure are neglected. Meanwhile，the function of improving social civilization，strengthen social fame and broaden the contact is also dropped. Nowadays，in order to realize the new goal of development in Guangzhou，the function of the market supporting and replenishing，as well as the above neglected and dropped function，given by the association must be recognized，so that the vacuity and deficiency of the government and market can be remedied.
