Low-carbon economy is an inevitable choice for humanity under the background of climate change and has become an irreversible trend of world economic development. Although the concept of low-carbon economy seems a little strange to the ordinary people，it is receiving increasing attentions and favors from the academic and policy-makers. High-level policy-makers with forward-looking vision have repeatedly stressed the development of low-carbon economy；academics have strengthened studies from the theoretical and policy aspects so as to unify understanding and provide support for decision-making；local governments have shown the knowledge and ability as pioneers through proactive actions. In short，low-carbon economy has become a hot topic around China in 2008.
