In 2011, the political situation of Honduras was stable. The Lobo government successfully signed an agreement with former president Zelaya. However, Mr. Lobo faced a rival faction within his own party following internal discord over his choice for a successor. It was estimated that the economic growth rate in 2011 arrived at 3.2%, a little bit higher than that of 2010. At the same time, the state-owned electrical power company was under public scrutiny as a result of constant power outages across the country. And, a series of tax reforms enacted by Congress in July was contested in the courts by several private sector organizations on the basis that that they violated the Honduran constitution. With Honduras' readmission into the Organization of American States (OAS) in early June 2011, it meant that it has gained almost full international recognition.
