教育预算制度则是教育经费管理制度的基础与核心,决定着教育事业的发展水平。本文以我国农村中小学预算制度的实施情况作为研究对象,在对中国东中西部六个省进行基线调研的基础上,从预算编制角度分析近年来中国农村中小学预算的实际执行情况,对预算编制执行过程中存在的问题特别是预算参与问题进行了深入探析,提出了对策建议。
<<Education budget is the core of educational funding management,crucial to the development of education. Based on a base-line research in six provinces in eastern,central and western China,this article analyzes the actual implementation of education budget of rural elementary and secondary schools from the angle of budgeting,explore the problems in implementing process,especially in the aspect of budgetary participation,and propose some countermeasures.
