Education budget is the core of educational funding management，crucial to the development of education. Based on a base-line research in six provinces in eastern，central and western China，this article analyzes the actual implementation of education budget of rural elementary and secondary schools from the angle of budgeting，explore the problems in implementing process，especially in the aspect of budgetary participation，and propose some countermeasures.
