2006~2009年度的调查结果表明:基础教育服务在整个公共服务体系中表现良好,得到了城乡居民的基本认可;在促进均等化的努力中,基础教育领域取得了较好成效,城乡非均等化和城镇不同收入群体间、农村不同收入群体间的非均等化程度弱于其他公共服务领域,但受区域经济影响,区域性非均等化现象依然存在;小城镇居民对基础教育的评价水平逐年递升,2009年度首次超过城市居民;收费合理性仍是老百姓感受相对交叉的环节;基础教育领域是最迫切需要解决的问题,城市居民首选中小学“减负”,农村居民热盼办学条件的改善和教师综合素质的整体提升。

According to the survey in 2006 to 2009,basic education,among other public service projects,earned recognition in both urban and rural areas. In terms of equalization,basic education shows a better result than other public service sectors. The difference between urban and rural areas,and the difference among income communities in these areas are relatively small. However,there still exists regional inequity due to the disparity in economy. The satisfaction to basic education in towns is progressing year by year,even above the level in cities in 2009. The Rationality of fees in schools is still a common concern. Urban residents selected the “burden reduction” in elementary and secondary schools as the top priority issue in basic education,and the choice of rural people is to improve school conditions and faculty quality.
