In 2009，the environmental protection department regards the crisis as the opportunity to adjust the economic structure and to transform the development way，and to advance the environmental protection undertaking，sets up “the firewall” to the projects of “high energy consumption，high pollution and resources” and of ability surplus and the construction of redundant projects，and opens up “the green channel” to the projects which conform to the industrial policies and the requirements of environmental protection. With the increase of environmental protection strength，the sulfur dioxide and the chemical oxygen demand unceasingly presented downtrend in the first half of year，and each measure of pollution discharge reduction has promoted the environmental quality improvement，which the environmental protection work has made the positive progress. In 2010，it is hopeful to finish each objective of pollution discharge reduction，and to complete the tasks confirmed in the environmental protection planning of “The Eleventh Five-year Plan” comprehensively.
