The Chinese economy in the first three quarters of 2009 had an increase of 7.7% over ones in previous year，in which the speed of growth has reached 8.9% in the third quarter. While realizing the speed target，a prominent problem is that the national economic structure which the proportion between investment and consumption features is worsening further. Therefore，the stress of economic work next year should be transferred to the structural readjustment，and then realize quick economic growth based on the structural readjustment. It is suggested laying stress on the county economic development to open the new points of growth for the first，second and third industries through the industrial transfer and vigorous development of county economic urbanization which takes the county as the center.
