    改革与完善我国药品集中采购制度的政策研究

    摘要

    虽然我国药品集中采购政策的六项目标都只是部分实现,并且还导致了一些新问题,但是成绩还是主要的。问题产生的直接原因是政策自身设计的缺陷和执行的不到位,而根源在于相关体制的不完善。药品集中采购制度的改革需要分近期和中长期两个阶段来推进。近期应在合理界定政策目标的基础上,坚持政府组织的集中招标议价,同时由政府经办机构集中采购基本药品,并鼓励医院自愿联合采购非基本药品。中长期来看,基本药品继续由政府统一询价采购;非基本药品应由医院组织或委托非政府机构集中采购,政府则应在制定规范、提供公共信息服务、监管采购行为等方面发挥更大作用。

    Abstract

    During the process of Centralized Public Bidding in drug purchasing in China,some achievements of the six policy objectives have been made along with the emergency of new problem;however,the achievement is gratifying to us. The direct cause lies in defects of the policy design and imperfect implementation,which come from the incomplete institutions. Reforms of Centralized Public Bidding in drug purchasing should be pushed at two stages,i.e.,the short term and the medium and long term. In short term,the objective of bidding policy must be defined rationally at first. The public drug bidding should be continued centrally by local government,and the government-affiliated agency should be encouraged to procure the National Essential Drug. In medium and long-term,the National Essential Drug should be procured by the government,and Non-National Essential Drug should be procured by the hospitals or other Non-Government Organizations. The government should play a much important role in the bidding rule making,public information service,and supervising on process of drug procurement.
