美国食品安全监管体制的发展有其自身特点,其中的很多先进和可取之处对其他国家借鉴食品监管经验产生了重要影响。自20世纪80年代起,美国政府开始重新审查食品安全制度。联邦审计总署(GAO)等机构提交国会的一系列政策报告反复阐述体制中存在的几个矛盾,并且强调:为了适合新时期管理需要,国会有必要对现行体制进行根本性转型。
The food safety management system of United States has been considered as a model for many countries to develop their own regulatory system. Since the 1980s,several government organizations have re-evaluated the effectiveness of food safety system. In particular,the General Accounting Office (GAO) has submitted a series of reports to Congress to highlight the urgency of food safety system reform to meet the demand of modern food system. In this essay,the background of reform recommendations by GAO was introduced based on over 10 pieces of GAO reports. Three main weaknesses that reduced effectiveness and efficiency of US food safety system were described in details,namely,fragmented structure,overlapping jurisdictions and food recall. At last,the rationale of policy recommendations by GAO was analyzed so to provide references for food safety policy makers of China.
