发展住房消费既有刺激消费拉动经济增长的现实作用,也有推动市场经济发展的深远意义。由于住房消费需要的金额较高,住房信贷的介入和支持能够有效促进住房消费。同时,国家还能够通过住房信贷政策的调整保证住房市场的平稳健康运转。另一方面,信贷的过度支持易引发房价过快上涨,滋生房地产泡沫,对金融体系的安全性和稳定性造成不利影响。当前不论从我国所处的城市化发展阶段、按揭贷款政策制定和执行情况看,还是从与其他国家和地区的横向比较看,我国总体上尚不存在过度支持的风险。
