In October 1998，a health project was formally started to improve the Essential health services of poverty-stricken zones across China. The project was awarded as one of the global top-notch design by World Bank in 1998. The project assembled the international advanced health development concept-equity in health and practiced in poverty-stricken areas in China. These concepts and practices have important practical significance to the health reform and development of China.
