One of the important ways of Information release for local government is its public website. The paper constructs a quality appraisal system for the educational website of local government，which evaluates the content of released information，the function of operation of public affairs and methods for public participation，and also the technical performance of the website. The paper includes an appraisal of educational websites of 40 administrative regions over China and issues a ranking list of these educational websites of local governments in year 2008.
