The development of early child education in China has been keeping a long-term low level，which caused the concerns，but now this situation is going on，especially on the rural areas and the western China. The main reason is that the governments and the society have not developed a clear understanding of the propertied of early child education，and did not work out the clear responsibilities division. The governments should take up the responsibility to meet the early education needs from the ordinary families.
