In the year of 2008，the central government and local governments continue to promote the education equity，to increase the investment for the basic education，and to expand the free compulsory education to the urban areas. All of the efforts focus on breaking the system bottleneck which constricts the balanced development between urban and rural or between the different regions. Through the policy adjustments and policy innovations，break off the examination-oriented education cycle. Through increasing the investment of basic education in rural areas，solve the problem of teachers’ low income.
