能源是人类赖以生存和发展的重要物质基础。随着近年全球经济的迅猛增长，能源安全已成为制约世界各国，尤其是发展中国家崛起的突出瓶颈之一。中国的能源安全问题主要在于石油安全。本报告从石油、天然气、新能源和可再生能源等行业发展的角度，系统地阐述了保障中国能源安全的战略措施。此外，就如何贯彻落实新能源安全观、实现中国能源战略转型等问题，也进行了深入探讨。
<<Energy is the important material basis of life and development for the human beings.With the rapid development of global economy in recent years，energy security has become one of the outstanding bottlenecks in restricting development of countries around the whole world，especially the development of developing countries.Petroleum security is the core of China’s energy security.The report elaborates strategic measures for ensuring China’s energy security from aspects of industry development of petroleum，natural gas，new resource and renewable resource etc.Besides，the report explores questions of how to carry out new energy security concept and how to realize China’s energy transformation strategy in depth.
