2008年11月28日，中共广州市委常委、市委宣传部长王晓玲在广州市第七次文化发展战略研讨会发表了重要讲话，就如何提升广州文化软实力，推进文化建设大发展大繁荣提出了三点建议：（1）认清形势，把握全局，充分认识提升广州文化软实力、推进文化建设大发展大繁荣的重要性和紧迫性。（2）把握定位，明确重点，着力提升广州文化软实力，推进文化建设大发展大繁荣。（3）加强领导，创新体制，为提升广州文化软实力、推进文化建设大发展大繁荣提供有力的机制保障。
<<On Nov.28，2008，Ms.Wang Xiaoling，member of the Standing Committee of the CPC Guangzhou Municipal Committee，Minister of the Publicity Development presented three pieces of advice regarding to enhance the cultural soft power of Guangzhou and boost the great development and prosperity of culture construction on the 7th Culture Development Strategy Symposium：firstly，to have a clear understanding of the importance and urgency，and to have a comprehensive view；secondly，to grasp the positioning and highlight the key points；thirdly，to strengthen leadership and innovate system.
