In 2011, under the framework of the "333+X" community service system, it has established a harmonious community evaluation system of the "four rating and one combination", and constituted concerned assessment criteria and evaluation basis in Shangcheng district, Hangzhou city. The assessment criteria has dropped the weight of departmental assessment down to 30 percent, and enhanced the weight on the system of resident evaluation as well as a wide range of public communication and participation up to 70%. It has enabled the government to promote the further integration of community autonomy, the community to further improve self-management capacity, the society to further enhance to participate in community construction, and promoted the system and mechanism innovation of social management in urban community. <<
