In 2009，Liwan District set “Led by Culture” as one of five development strategies which are “Driven by Business Travel，Upgrading Industry，Led by Culture，Strengthening Liwan District by Science and Education，and Optimizing Environment”，scientifically designed new ideas for culture development，kept polishing the brand of Xiguan culture development，worked hard to improve the scale and quality of public culture facility，constantly enriched the masses’ cultural life and purified the cultural market environment，and made great efforts to develop Liwan District into the Exhibition Area of Lingnan Culture. In 2010，Liwan District will take the opportunity of welcoming Asian Games and creating a National Civilized City，actively implement the strategy “Led by Culture”，exert efforts for construction of cultural and commercial block with the characteristic “Five Districts，One Street”，carry out the cultural projects that benefit people，protect and utilize cultural heritage，promote the cultural tourism brand，and continuously improve the overall competitiveness and influence of urban culture.
