我国的一次能源生产、消费结构和煤炭资源储量特点，决定了我国“以煤为主”的能源特点。国民经济和社会发展的“深度依赖”，以及严重污染环境的负外部性的双重特征，决定了在我国能源产业战略中，煤炭产业必须走上一条清洁化利用的可持续发展的道路。进入21世纪以来，在国际能源清洁化利用的主流趋势引领之下，目前，我国在煤炭能源清洁化利用领域取得了初步进展，总体上处于前沿技术跟踪、技术引进和转化，以及工业化示范等阶段。其中，与我国煤炭行业优势应用结合较为紧密的一些领域的技术创新和产业化应用已居前列，引领潮头。
