由于中国的人口转变迅速,经济快速发展所产生的劳动力需求增长强劲,因此,必须在经济结构实现根本转变之前,进一步开拓劳动力供给的潜力,从而在一定时期内维持经济发展的比较优势,为经济体制转型和经济结构的转变争取时间。为了进一步阐述上述问题,本章详细分析了三个方面的问题。首先,中国目前已经进入了需要开拓劳动力供给潜力的阶段。这一方面是由于快速的人口转变导致人口红利相对较短,另一方面,中国的经济结构转型花费的时间比其他国家长。其次,中国可以通过挖掘劳动力供给年龄结构的潜力、提高劳动参与率、增加人力资本积累和增加劳动力市场灵活性等方式增加劳动力供给。第三,可以通过开拓劳动力供给的制度空间挖掘劳动力供给的潜力,例如,进一步改革城市住房制度、教育体系、医疗制度等。
<<>Due to quick demographic transition and increasing labor demand,it is necessary for China to further exploit the potentialities for labor supply so as to keep comparative advantages of economic development and race against time for changing economic structure and reforming institutions.To elaborate the issue,three aspects are addressed in this chapter.First of all,it is time for China to make good use of its potential of labor supply.On the one hand,this is partly because of relative short period of demographic dividend;on the other hand,this is because China spends more time on economic restructuring compared to other neighboring countries or areas.Second of all,the potentials include using aged labor forces,increasing labor force participation,accumulating human capital,and increasing labor market flexibility.Thirdly,several institutional factors that leave room to increase labor supply,including urban housing system,education,health care,and arrangement for retirement,etc.,are discussed.
