After analyses and reviews of the situation and features of China’s urban development in 2007 and 2008，the author point out that China cities are now in the phase of“accelerating transition”and“finding breakthrough”. Then an outlook is presented for China’s urban development situation in 2009. The final part looks at the problems and challenges of China urban development against the background of financial crisis and economic adjustment，and then put forward the relevant policy recommendations.
