At present，our country is in a period of rapid urbanization. While the comprehensive development of China’s economy and society is promoted，traffic congestion and environmental pollution also become serious issues in Metropolis. It is not only the urban residents’urgent desire，but also an important research field for urban management and policy study to solve traffic congestion to improve the people’s travel efficiency. The important role of public transport system has been realized by the relevant government agencies，so the strategy of public transport priority become the transport development orientation in many metropolis in china. Several problems，which are in the Public Transport System Construction，were pointed out based on the information summary of Beijing，Shanghai，and Chengdu in 2007 and 2008. The relevant proposals were also given to serve the subsequent study and government agencies’policy-making.
