Anti-corruption and building of public ethics are equally important to the governance capacity of a given government，and so，the construction of a clean government thus becomes one of the indicators of good governance. The Commission Against Corruption of Macao was established when Macao was handed over to the People’s Republic of China as a Special Administrative Region from Portuguese regime. Its functions include anti-corruption and ombudsman. The Commission Against Corruption of Macao started to combat corruptions at the early days soon after its establishment. The challenges of the Commission remain in a fair degree until the arrest of the former Secretary of Transportation and Public Works，Ao Man Long，including the collection of huge amount of evidences and the allocation of human recourses as well. Recently，the expansion of anti-corruption legislations to private sector becomes another major achievement of the Special Administrative Region in the first decade it established.
