After Macao’s returning to China，the Macao SAR Government adopted the strategy of consolidation first，rather than radical measures as far as the public administrative reforms are concerned. Since Macao opened its gambling franchise in 2002，the rapidly expanding Macao economy exerted strong pressure on the Macao government in the field of administrative reforms. The Macao Government published its Public Administrative Reform Roadmap in 2006 and has achieved certain degree of achievement in two years. However，the roadmap needs a long time and arduous efforts to be fully realized in Macao.
