“九九”回归至今是实行“一国两制”的澳门特别行政区第一个依法施政十年期。这十年新兴政权在挑战中迅速成长，“一国两制”的科学性、可行性得到客观验证。作为两个现存特别行政区之一，澳门在坚持实践“一国两制”的大方向和大目标的同时，也在探索有其自身特点的全新发展模式。进一步做好发展定位、建立新转型期的新发展观，加深对基本法的正确理解，开创实践“一国两制”新局面，是有待特区政府和各界人士扩大共识、共同努力的方向。
<<During the first 10-year-term governance by law，the scientific idea and possibility of the “One Country，Two Systems” has been proved by the practice of the Macao SAR. As one of the two SARs in the People’s Republic of China，the MSAR is seeking now the innovative development model with its special characteristics. Thus，it is necessary that the government and the society of MSAR have to ensure the right positioning of the future development，establish new philosophy of development，deepen the right understanding of the Basic Law and build a healthy，harmonious SAR.
