改革创新是推进各项工作的法宝之一。广州开发区作为国家改革创新、思想解放的产物，在三十多年的发展历程中坚持体制创新，并取得了显著的成效。当前，面临日益激烈的国内外竞争环境，广州开发区要实现新一轮大发展，还必须以科学发展观为指导，从体制改革着手，以体制机制的创新推动区域营商环境的进一步改善。为此，本文分析了广州开发区进行体制创新的必要性和有利条件，并提出广州开发区推动体制创新的思路、目标和具体措施，以期为广州开发区下一轮体制创新提供参考。
<<High-tech parks now play a key role in propelling technological renovations all over the world. Silicon Valley of American，Cambridge，England-based Industrial Park，Japan’s Tsukuba Science City，Sofia France Science and Technology Parks，Bangalore，India Software Technology Park，Taiwan’s Hsinchu Science-based Industrial Park，etc are among the first-class high-tech parks in the world. This essay makes a careful study of the experiences of constructing these high-tech parks and provides suggestions on how to facilitate the development of Guangzhou Hi-Tech Industrial Development Zone with a view to guiding its development.
