As an integral part of environmental protection,public participation comes in varied forms. In recent years,with the help of portable equipments,public environmental monitoring has become popular on environmental issues related to water,air and soil. While greatly enhancing the professional level,this new form of public participation also faces suspicion and legal predicament. In addition,questions about how to finance such practice and further enhance the expertise of individual and organization participants remain unanswered. By reviewing public environmental participation and media reports in the last year,this paper endeavors to systemically analyze the rising challenges of public environmental monitoring. <<
