    淮河治污二十年 生态仍在恶化中

    摘要

    用问卷调查的方式,对淮河流域的水质、生态状况、水污染对生产生活的影响的调查发现:淮河水总体处于可灌溉水平,仅有1/3满足游泳功能,近四成公众对水质不满;淮河生态仍在恶化中,水生动物、植物在“十一五”期间明显减少;水污染,尤其是突发性的污染事故对渔业有明显负面影响,淮河下游的洪泽湖渔场曾屡次遭受重大损失,当地渔民目前仍对未来可能发生的水污染表示担忧。从排放状况看,1/3的受访者认为排污口废水黑臭,排放状况较差;半数受访者认为排放不稳定,排放状况时好时坏。工业污染源的排放问题尤为突出,几乎没有受访者认为工业排污口出水较少,80%认为出水一直较差。环境信息公开起到了一定作用,但公众仍然希望获得更多关于水污染、水质和防治行动的信息。目前的水环境状况已经显著优于淮河治理之初,但治理效果仍然没有让公众满意。淮河治污,仍然任重道远。 <<

    Abstract

    A survey was developed to a representative sample of Huaihe River Basin inhabitants to study the effect of water pollution control policy,including the water quality,ecological state of Huaihe River,the pollution impact on inhabitants' daily life and agriculture,fishery,and the water pollutants discharged to Huaihe River. Through the survey,the paper finds: Huaihe River is largely suitable for irrigation usage while a proportion of 1/3 of it is suitable for swimming; nearly 40% of the interviewees express unsatisfaction on Huaihe River's water quality; the ecological state degraded in evaluation period with an obviously decrease on aquatic life amount; water pollution,especially unpreviewed water quality decline causes fishery industry loss and the famous Hongzehu Lake fishery downstream Huaihe River suffered great loss from it; 1/3 of the interviewees hold that the sewage discharged from outlets along Huaihe River is always unclean and smelly while another 50% of them think the discharge is unstable in colour and smell; among all types of wastewater discharge,industry discharge is worst with 80% interviewees blame it is abnormal in colour and smell. The questionnaire also assesses the environmental information disclosure in Huaihe River Basion,which implies: disclosure has positive impacts on rising inhabitants understanding on water environment,but they still want to acquire more information on water pollution,water quality and pollution control actions. <<
