It is not accidental that collective actions against environmental pollution have taken place more often in the Chinese society since the last decade. Three points stand out featuring the major protests in 2012: First the protesters are employing more radical methods and level of contention is on the rise. Second,local governments react,or more precisely,strike a deal with the protesters,faster. Lastly,and more importantly,some cases spontaneous mobilization have gradually evolved and generated new social organizations keeping the momentum and pushing for policy change. The third trend is best shown by the anti-incinerator movement in Guangzhou since 2009.
