With the continuous deepening of reform and opening up，the steady improvement of market system and the attention and support of government，the civil organizations in Shenzhen obtained rapid development，not only in quantity，but also in coverage. On the base of universal and sample surveys，this report analysed the development of civil organizations in Shenzhen and the relevant government administration and support measures. Meanwhile，this report discussed the roles and the problems that the civil organizations played and faced with in Shenzhen’s economy and society，and predicted the main factors which will influence the development of civil organizations. It is clear that the development of civil organizations in Shenzhen has been of great importance，as it will promote the construction of socialist democratic politics，the provision of public services，the innovation of the social management system. The civil organizations are expected to become an important carrier for the opening up policies and a new economic growth point. In this respect，the governments should contribute to promote the reform of the management system，increase policy support，set up the mechanism for service purchasing，improve the regulatory measures and legal protections，so as to create a good legal and policy environment to promote the self-construction and self-development of civil organizations.
