本报告基于“广州社会治安状况公众评价”年度调查，指出广州社会治安在2007年发生质变的基础上，2008年继续变好。表现在：违法犯罪持续下降，“两抢”案件大幅减少，公开化作案继续压缩；市民评价进一步提升，对警方工作的可接受度保持在八成六以上。但是，违法犯罪总量还处在一个较高水平，并出现新转移，呈现新特点。报告指出，社会治安形势面临新的影响因素，社会治安综合治理需围绕新形势开展。
<<On the basis of the 2008 Survey of Public Security and Safety in Guangzhou conducted by Guangzhou Public-Opinion Research Center，this report analyse the situation of social security in Guangzhou.The results show that 2008 situation of security and safety in Guangzhou is getting better since it had taken a turn in 2007.It is also noted that the offences and crimes not only have a large quantity，but also present new characteristics.There are new factors influence the public security and safety，we should take comprehensive management according to the new situation.
