In recent years，the economy of Southwest Shandong has maintained rapid and steady development. The level of urbanization has made rapid elevation in the government’s efforts and driven by policy. In general，there are four main problems：lack of planning，low level of urbanization，undeveloped urban functions，low level of industrial structure，extensive development mod. How to overcome these problems，and grasp the strategic opportunity for the Central Plains Economic Region and Western Shandong New Economic Belt，we should work from the following aspects：formulating the urbanization development planning，constructing reasonable urban system，urban and rural development，enhancing the urban carrying capacity，improving the public service，tamping the industrial support of Urbanization. These six aspects constitute the focus of this study.
