There are six risks of image crisis of urban management officials：violent law enforcement，being affected，offences against law and discipline，administrative omission，inappropriate enforcement and inappropriate internal controls. These six aspects constitute the Risk Map. At present，the analysis of the image crisis degree and social responsibility accident rate shows that the four most prominent problems are the inappropriate internal controls，offences against law and discipline，violent law enforcement and administrative omission. As regards being affected problems in aspect of the image injustice，the key is to be committed to solve those injustice problems. As regards the violent law enforcement in aspect of the image death，the key is to be committed to improvement. As regards the image deviation degree and multiple judgement relationships，the key is to be committed to build a comprehensive risk management system，combined with the regularity from the Risk Map.
