    食品安全监管形象危机应对研究报告

    摘要

    食品安全监管形象危机的风险项由四部分构成:(1)食品加工制造环节监管不力,(2)食品流通运输环节监管不力,(3)餐饮消费环节监管不力,(4)初级农产品生产环节监管不力。当前,针对“形象危机度”与“社会责任事故率”的分析表明,食品加工制造环节监管不力(滥用非食品加工用化学添加物)、食品流通运输环节监管不力(销售假酒)与餐饮消费环节监管不力(供应的食品质量低劣)问题最突出。建议:针对滥用植物激素、出售过期变质食品等风险要素的“社会责任事故”问题,做好“重点改”;针对形象偏差度与多元评委关系,并结合“风险地图”等规律,做好“全面防”。

    Abstract

    There are four risks of image crisis of supervision over food safety:poor regulation on the process of food manufacturing,poor regulation on food circulation and transportation,poor regulation on food consumption and poor regulation on the primary agricultural production. These four aspects constitute the Risk Map. At present,the analysis of the image crisis degree and social responsibility accident rate shows that the three most prominent problems are the poor regulation on the process of food manufacturing(adding non-food chemical additives),poor regulation on food circulation and transportation(selling false wine);poor regulation on food consumption(the inferior quality of the food supply). As regards the social responsibility accident including abuse of plant hormones and selling expired food,the key is to be committed to improvement. As regards the relationship of image deviation degree and multiple judgement,the key is to be committed to build a comprehensive management system,combined with the regularity from the Risk Map.
