There are five risks of image crisis of provinces and municipalities on officials’ quality：corruption，dereliction，sexual scandal，forging problem and violent behavior. These five aspects constitute the Risk Map. At present，the analysis of the image crisis degree and social responsibility accident rate shows that the two most prominent problems are corruption and dereliction. As regards being affected problems in aspect of the image injustice，the key is to be committed to solve those injustice problems. As regards the bribery and corruption in aspect of the image death，the key is to be committed to improvement. As regards the image deviation degree and multiple judgement relationships，the key is to be committed to build a comprehensive risk management system，combined with the regularity from the Risk Map.
