There are four risks of image crisis of provinces and municipalities on public service：lack of communal facilities，inconvenience caused by administration examination and approval，problems of public transportation and hardness of safeguarding legal rights. These four aspects constitute the Risk Map. At present，the analysis of the image crisis degree and social responsibility accident rate shows that the three most prominent problems are medical care，administration examination and approval and civil administration. As regards the image injustice on the service of bank，insurance and security，the key is to be committed to solve those injustice problems. As regards the image death on medical security care，the key is to be committed to improvement. As regards the relationship of image deviation degree and multiple judgement，the key is to be committed to build a comprehensive management system，combined with the regularity from the Risk Map.
