There are seven risks of image crisis of provinces and municipalities on public security：death and injury caused by the terrorist attacks，severe casualties caused by the emergencies，death risk of public place，public health problems and deadly epidemic diseases，dangers of public security and food security，school massacres and hospital massacres. At present，the analysis of the image crisis degree and social responsibility accident rate shows that the three most prominent problems are the handling of safety accidents，dangers of public security and food security and the death risk of public place.
