This report proposes that the Cultural Heritage is the foundation and lifeblood. We need to change our former practices of extensive development and adopt a refined strategy of keeping the essence，focus on the important，give priority to the strengths and advantages，and maintain a balanced development. We also need to give priority to a series of sites of cultural heritage with high profile，cultural and historical value and distinct local flavor，so that the cultural heritage in the 21^st century will co-exist，develop with the modern constructions，thus nurturing a new city.
