本报告通过分析番禺区文化体制改革的路径、难度和向度,尝试从创新文化管理的职能、模式、体制、资源和效应方面,提出从办文化向管文化、从直接微观到间接宏观、从僵硬死板到富有活力、从管好人才到用好人才、从专家叫好到群众叫座等深化文化体制改革创新文化管理机制的对策建议。
<<This report analyses the approaches,difficulties and dimensions of cultural system reform in Panyu District. By examining the functions,models,mechanisms,resources and effects,it proposes suggestions on deepening the reform of cultural system by the transformation of management mechanism,from building culture to managing culture,from a direct and micro approach to an indirect and macro approach,from a stiff model to a vibrant model,from a good management of talents to a good usage of talents,from seeking credits from the experts to the public.
