    德国经济形势综述与展望

    摘要

    2013年的德国经济表现令人欣慰。在外部经济大环境没有根本性改善的条件下,德国经济虽然增幅不大,但增长结构趋于合理;制造业保持稳定乐观;政府财政状况持续向好,居民收入和福利稳步提高,实现了高就业率,低通胀。尤其是作为一个倚重出口的外向型经济体,德国的经济发展在过去的两年里越来越多地得到内需的拉动。因此,无论是横向还是纵向比较,所有经济指标都显示,德国经济处于相对良好的健康状态。德国经济之所以能在2013年取得良好业绩,是因为在外部因素与内在条件的共同作用下,形成了有利于德国经济运转的特殊契合形态。在这种环境中,德国特有的社会形态和政府治理机制的优势得以发挥。但由于这种环境的出现具有相当的偶然性,更不随德国的意志为转移,同时由于德国社会、政治和经济发展与外部环境间具有难以克服的矛盾,因此,追求维持现状前提下的谨慎推进,成为德国新政府的唯一选项。

    Abstract

    The economic performance of Germany in 2013 was gratifying. Under the condition that there was no fundamental improvement of the external economic environment,the German economy remained stable and achieved a modest growth. The situation of manufacturing sector was optimistic. The government’s fiscal condition continued to making improvement. The income and welfare of the residents increased steadily. The employment rates were high and the inflation rates were low. Especially,as an export-oriented country,Germany achieved much more growth stimulation from the domestic demands. Both in horizontal and longitudinal comparison,almost all the economic indicators show that the German economy was relatively healthy. The good performance of the German economic benefits from the special circumstance around the nation,which is the result of the both of the external and internal factors. The special model of the German social and political governance has been great advantage and worked most effectively. However,the change of the circumstances is inevitable. Furthermore,there are contradictions between the social,political and economic development of Germany and the external environment. Therefore,cautious advance on the premise of maintaining the status quo is the most rational option for Germany.
