2013年的联邦大选似乎悬念不大。联盟党仍是德国的第一大政治力量,默克尔顺利连任联邦总理。就黑黄联盟而言,看点颇多。年初下萨克森州选战失败之后,联盟党便已确定了为自己而战的方针,拒绝了以“借票”方式对执政小伙伴的援助。自民党不得不为自身的生存而独自拼搏。这一局面的形成既与黑黄联盟持续的内部冲突和危机有关,也是自民党长期未能摆脱衰弱和边缘化困境的结果。该党试图分享联合政府功绩的努力,未能得到联盟党和民众的赞同与认可。黑黄联盟的终结对执政小伙伴的教训尤为深刻。默克尔与社民党的再次合作,既有民意基础,也显示了基民盟的某些改变。
<<There was little suspense in the German federal election 2013. The CDU/CSU is still the greatest political power in Germany and Chancellor Angela Merkel won the election again. As for the black-yellow coalition,there is much to review. After the failure in the state election in Lower Saxony at the beginning of the year,the CDU/CSU has already determined not to offer its governing partner assistance by“rental vote”(Leihstimme). The FDP has to fight alone to survive. The main factors leading to this situation are the long-term inner conflict and crisis inside the black-yellow coalition and the inability of the FDP to get out of the plight of recession and marginalization. The FDP tried to share the achievements of the coalition government,which wasn’t endorsed by the CDU/CSU and the public. It was a hard lesson for the FDP that the black-yellow coalition ended. Merkel’s decision of linking up with the SPD represents the public will and also shows some changes inside the CDU.
