This report conducts survey about the public opinion in Guangzhou and Pearl River Delta region upon outer car limit driving in Guangzhou and their viewpoint on the effect and negative effect. The results show the public argues that “outer car limit driving” will serve to alleviate road congestion. Among them，more than half of Guangzhou respondents support the policy，while more than half of Pearl River Delta region respondents oppose the policy；the respondents of the two region response “outer car limit driving” will cause negative effect，mainly on the integration of Pearl River Delta and increasing the public travel cost.
