New urban area construction is an important measure to improve the spatial structure of metropolitan area. Promoting innovative development of The New Eastern Landscape City Area and Nansha Seashore New Urban Area is an extremely important strategy to strengthen Guangzhou competitiveness as a national central city. However，there are many difficulties in development，including weak industries，inadequate public service，constraint land resource，imperfect institutional mechanisms，etc. This report suggests that the local government should take measures to innovate institutional mechanisms，to issue more attractive policies，to change the mode of development，construction and operation，and to promote industrial development and social management innovation for the innovative development of Guangzhou’s two new urban area.
