In recent years，photoelectron industry of Guangzhou has been developing rapidly，the research ability and talent resource of which has greatly enhanced. According to preliminary estimation the output value of photoelectron industry in 2011 was over RMB 180 billion yuan. Guangzhou is meeting a new historical opportunity to construct Guangzhou Optical Valley. The research analyzes the advantages and disadvantages of Guangzhou’s photoelectron industrial development，and proposes Guangzhou Optical Valley’s constructing connotation and extension，development goals and tasks，as well as the development strategies in the future.
