As a carrier of urban information service，citizen card can assist the government to improve the efficiency of urban management，promote the equalization of basic public services and achieve the Coordinative development of urban-rural area. Citizen card is an important carrier and platform to construct the new-type urbanization. This paper analyzes the function of citizen card in the construction of new-type urbanization，investigates the developing status of citizen card in Hangzhou metropolitan circles，points out the difficulties of promoting the new-type urbanization construction，as well as offers some developing ideas of citizen card in the process of the new-type urbanization construction in Hangzhou metropolitan circles.
